Safariで開くときの振る舞いがおかしい

リンクをSafariで開く場合、すでに開いているSafariのウインドウの新しいタブで開くのではなく、別ウインドウで開く振る舞いが理解できない。
Safariの環境設定でリンクをウインドウではなくタブで開くと設定している。

When I open the link in Safari, I cannot understand behavior to open with the other window not what open in the new tab of the window of opening Safari anymore.
I set it when I open the link in a tab not a window by environmental setting of Safari
